Unable to add a subscription admin

Problem: When you attempt to add a subscription admin, the interface tells you that the user doesn't match the subscription's email domains, but it does. The person may already be a user within the subscription.

Solution

The user is probably listed as a blocked user. Go to Users and click on the Blocked Users tab. Find the use's name and click the Unblock button. You should now be able to add the user as an admin.
